What an EIDL can be used for is rather vague, but its pretty clear to me and from what I've been able to find online, that it cannot be used to refinance existing long-term debt obligations unless they were accrued since the start of the pandemic and directly resulting from the pandemic (i.e., you started using your credit card to pay vendors).
