They are inside (above) backyard at 25% inside property line back fence.Personally I would not buy it to stay permanently as primary (don't mind to stay year or two as tenant) but it is for investment and I can get some discount for this reason.

If not, then consider doing the bare minimum to get it rented.The better your property is maintained, the more a tenant is willing to pay, the longer they will stay, and the better they will take care of it (usually).

I stayed in downtown Houston, travelled south west, then north, came back a bit east, and then made my way up to the Woodlands. 

So staying out of D class.My point is, if you were looking to do something similar you have just enough to do something like that.

Found the deal for sale in 2022 and stayed close to it for ~18 months.

I would probably stay away from FL - there seems to be some shakiness in insurance policies and pricing - but I am not an expert on that.
