I was even shocked the other day when I asked the Lowe's guy to drop a little black tint into my Kilz to make it a little "grey-ish" ..... he refused, and insisted he could only do that if I picked a color swatch.

Although it's not pleasant to raise peoples rents that much, you wouldn't be screwing them.

This is primarily plumbing and electric, I've been shocked too many times doing simple things to trust myself with the complex.

I use direct mail (yellow letters) and I am always pleasantly surprised by the responses and the response rates.  

As a CA resident used to Prop 13, you may be shocked at how high property taxes are elsewhere - I still am!

It makes me think the signs were pulled off the house by the owner or agent during the marketing and selling period, as it was quite a shock to find all this out today.

Not a pleasant solution but better than nothing. 

I am familiar with Utah County and it is exploding right now, but I would count on 3% as well (worse case you're pleasantly  surprised?).
