How can I dispute this ludicrous and arbitrary fine?

Likely, there was/is little reason to file a Schedule C which is why you're running into all of this.You need to google "tax resolution expert in xx area" and ask them if there's anything you can do at this point.

There is also some dispute over "additional interest" and "additional insured" confusing enough where I'm never sure  which way to go.  

According to the Tax Lien Lady's state guide, CA doesn't have a "redemption period" per say, the owner can dispute the tax sale up to a year following the sale.
