Some things that matter:location (neighborhood, safety, freeway access, parking)amenities  (W/D, appliances, dishwasher, storage, garage, fireplace, AC, walk in closet, etc)number of bedrooms/bathrooms  (layoutcondition  (Is it clean, remodeled, dated, light and bright ...)Yard, privacy, balcony, One of the most important pieces affecting pricing is number of bedrooms.In short, spend some time checking comparables and then price accordingly.

I find it odd the title company would get the clean city balance squared away but not water.

I've leased many times so know what to say to tenants - the pet discussion was thorough and often - we even delayed signing the lease as i was told by Mr tenant that his wife may want to buy a yorki-poo - (I was ok with it at the beginning but my policy is a higher deposit and I meet the dog) he finally tells me during our leasing process he does not want a dog and is deadly afraid of them and they will NOT have a dog in the house.The PM i'm partnering with in my business goes over today to do a property inspection - they hid the pitbull but the Yorkie-poo was found in the downstairs bathroom with a kennel and pee pads (meaning it's not potty trained) - I despise these little dogs as they will piss all over the carpet and since they're so little the tenants wont care or find the mess and clean it up. 

SDIRAs are a great wealth building tool -keep them clean. 

You will probably have an easier time renting in Tampa in the summer because there are more things to do.

Seems like if they're worried, it would just be easier to wait until the tear-down is torn-down and sell once the blighted house is no longer hurting their property value and take the equity somewhere else. 

Its always worth getting a yearly service contract to have the systems cleaned in spring and fall. 

Once they abate any lead they find, they need to clean the ENTIRE building in order to provide a clean air cert.

Easier said than done, but can be done and is a good place to start.

If you buy a lot thats already subdivided and approved for a single family home its much easier.
