We usually use anything within 1 mile (in the suburbs) and 1/2 mile in the city, same school district, same bedroom count, similar bathroom count, same parking (or similar) and then go from there.

You add laundry where there wasn't any, you add a bedroom/bathroom, you rehab the property, you add storage or increase rents or whatever you need to do to improve the deal.
