It would be worth seeing how much the in-law apt would add in terms of value since appraisers in different areas value them differently. 

San Diego is expensive to Purchase, maintenance and cap ex is expensive, property tax at purchase is expensive in terms of dollars (average SFH prop tax at purchase is ~$1k/month in San Diego), new retail (MLS) purchases are negative cash flow when allocating properly for expenses, it is tenant friendly in terms of regulations but this is largely due to the big advantages LL have due to crazy low vacancy rates.  

There are good deals in every market so not sure if you are referring exactly as best, but if its in terms of price point then the midwest offers some good options @Chris Schoonhoven

When the market universally raises rates end buyer affordability becomes a non-factor to such price increases, in terms of holding such back.

In terms of complications it makes little difference to me wether I buy property in Nebraska (somewhere affordable) or Costa Rica (Also affordable but with greater chance of strong appreciation in a 10 year time frame) as I would need a property manager either way.
