Hucksters operate in any and every industry; however, analysis will prove that in most instances a breach of ethical behavior would have been less tempting with a lower purchase price.

The report indicates that for the last three years they have changed their behavior. 

In the short term, increases in rates can cause all kinds of counterintuitive behavior (buyers buying more at higher prices expecting even higher rates).

These extra fees reward bad behavior IMO.

As I indicated to him, we did not live there and did not experience this behavior.

I listed the condition of the property to give a feel for the lack of care to the property vs. tenant's insistence that it is in 'excellent' condition, and to give an idea of his behavior.  

Either you were given a gift of managing money, or its a learned behavior you worked at.
