If they smoke enough of it inside the home will still smell when they leave, which will cost time/money on the turnover.

Personally, I'd probably not fight this battle, there's nothing for you to win.

Since we started doing this about eight years ago, I have not had one single conversation with a tenant about a rent increase, and it used to be an ongoing battle and source of stress for every tenant, every year.

In Texas, HOA's have a fair amount of power and I would suspect your friend is going to have a hard time winning that battle.
