Go with a much lighter floorcovering and new ceiling white paint, and maybe you could alter the mortar joints to get a lighter look too.

I forget the exact definition, but the permit is more about letting the town know you are doing an alteration so they can inspect that it is being done to code (and later for the assessor to know there was an alteration).

@Benjamin Kanevsky I'll be an Ohio guy on here and echo what @Remington Lyman said, Columbus is a great place to invest, but in my opinion you will need to alter your search strategy to get a good deal here.

I've never used a power of attorney, and I'm not sure why you would ever need one for wholesaling.When you assign a contract either party (buyer or seller) can alter or adjust the contract in whatever way they want as long as both parties sign an amendment agreeing to it or atleast initial any change on the contract.
