There would have to be probable cause to make an arrest for the loud noise disturbance or the assault on the kids, which isn't going to happen.

Those are probably perfectly competent, but they arnt rock stars.  95% literally have no clue what they are doing, but its hard for the general public to really fathom that or understand it.

But finding that rare gem among many rocks is a challenge. 

then you have the spiteful ones that put concrete in your pipes and take a sledge hammer to the sheet rock LOL  this is not for the feint of heart.. over the years and even today we are cautious about bidding on homes that are occupied ..

We try to go to sleep but cant because the managers tv is on extremely loud where we could hear the dialog (this has been an issue in the past).
