My real questions are… what about any first or second lien holders?

You may already be referring to this loan product in the first place. it will replace your existing mortgage with a heloc and the lien holder will be in first position.

Often voucher holders will have lower credit as something has occurred in their lives which has caused them to need assistance so you may see lower credit scores with voucher holders and you can use the credit score to disqualify their applications. 

To pay that subsidy the housing authority would have to verify that you do accept sec 8 and if you do then the 70% that  HUD pays would be paid to you and the lease holder would pay 30%.Believe me when I say this.

Have formed LLC and submitted everything to Fannie Mae to have the LLC become the holder of the mortgage.
