You can try to get it grandfathered in, but since there is a widespread cracking problem pointing to some construction defect, that defect can't be fixed with your tile in place, and your tile didn't correct the underlying problem.

Some areas damaged meters fall on whom ever the bill is in and they have to pay for damaged meter and if it happens again they also raise the deposit way up if I think awhile I could recall several other ideas I used the cigarettes and several bottles of booze method to get someone to convince a few to leave for greener pastures.
