I personally believe technology is to blame for this.

With new technology many now show a number that belongs to other person or companies. 

Check out Truecaller and other Apps for eliminating SPAM.Not sure what this does but Congress just passed anti-SPAM legislation, and the cell phone carriers are also required to develop technology to identify robo callers.

It's surprisingly easy today with all the technology.
