What I would highly recommend is put a solid tenant screening process in place to prevent this from happening again. 

The rules might prevent short term rentals, regulate landscaping and architectural standards..As  long as you know the ccrs of a community it should not prevent your wholesale projects but from the viewpoint of a homeowner there a many tangible benefits of a hoa 

This prevents AC theft and vandalism - properties in streets that are mostly boarded up do not qualify for section8...

I've only implemented parts of this strategy, so it is more my current operating philosophy more so than lessons learned.

Based on your description, you may be able to implement BP's favorite BRRR strategy.

My job prevented me from meeting with my sellers in most cases and it forced me to be very creative with my systems of acquiring and managing properties.  

Need to replace some dry wall / flooring in the bathroom, re-caulk the tub and install a glass door (to help prevent water damage), new toilet / vanity, and replace all the door knobs.

save it for now, put laminate on top, refinish later when you decide to sell them, it prevents wear and tear on those nice floors. postpone the wow factor.
