Looks like it was fixed up for a flip, so it's just about ready for a tenant.It would pull in $1350 in rent.Unfortunately, it has HOA dues of $275/month.Please rate this deal as is, say a 3 out of 5?

Here is what I will say. As

In reference to this per say a tax sale was overturned in such instance, would the cost paid by the new buyer at and as of the “judicial tax sale” be refunded? 

I would say a better option might be to talk to you bank about getting you some "deposit only" cards for your tenant. 

I would say a basement filling up with water in the middle of the night qualifies as an emergency.

Because of their size, their gut isn't as 'streamlined' as say a normal weighted person.And because the gut isn't streamlined, they have to 'manipulate' the waste through themselves.And this involves them rocking around on the toilet, trying to push the waste down a largely compromised bowel.

It is not illegal for a landlord to advertise (let's say) a "one bedroom place for rent, perfect for two people" for $400... and then demand more rent if three people will be occupying it (unless the third is their child).  

I'm from Youngstown and I live in Youngstown it's true - That's about the range also - $10-$30k And rents between $600 and $750 - You have to buy in the right areas but it is very doable - Because I was born and raised here I know what areas to buy in - I would say a good price is around $40 to $60k with  little rehab you can have a long time tenant - If you need any further help let me know 

In my contracts I so spell out pest management techniques that must be adhered to regarding sanitation and etc. and if they do not I can actually charge them if there is say a rodent problem and it is because they leave garbage outside a garbage can blah blah blah.
