So you may want to Google "prop 10 in California"  and follow it as if it passes it could changes things for rentals a lot.

@Justin Wotton  I agree with @Dan Smith For the 1st part of your question I can speak from personal experience: it was a HUGE help for myself to get licensed, get involved with some deals, experience first-hand the process from search to closing before purchasing my first multi-family.

Tesla, Switch, and google have already established a presence and there is a biotech company planning on spending $45 or so million to build a new headquarters in the coming years.
