Perhaps use a copy of your state Realtor contract.....it is specific to your state.

She is friends with both of them on Facebook, neither have a voicemail set up, they cannot provide a copy of the lease, etc.  

I did get copy of lease and looks like landlord is responsible for taxes and insurance and structure of building but tenant is responsible for hvac, plumbing, electrical basically anything besides roof, walls and foundation.

Are they asking you to sign the lease paperwork or are they providing you a copy of the leases that are in-force or going to be in-force?

If you are interested in changing the copy for the second paragraph, there are some good ways to write it without poking everyone on that list in the eye. 

If regular mail, then the certified letter is probably just another copy, to prove they sent it to you.
