With that said, a house that had 6-8" of water in it will need a lot of things fixed (water touched the flooring, walls, baseboards, cabinets, possibly HVAC items, insulation, etc.).

For interior just cosmetic self touches, i.e. better fixtures cabinets and so on. 

well, before you have a overflow and get damaged floors, cabinets, CALL A PLUMBER.he'll let you know what the issue was,, why would you hesitate to call plumber..if grease is a factor tell them no grease down drains,, rice is bad also.. anyway not sure what your lease says for maintenance but drains do get clogged and if other units are down line.. line this is top floor, could be backed up in units below also..Toilets, tubs, showers,, yup they'll all need attention from time to time.. 

Not sure about the rule or what not.However, a kitchen sink with cabinet and a portable stove will work for most people.
