From an investment standpoint, I view the share price, like any other publicly traded equity, as mostly influenced by investor sentiment.

I would think not since it is returning a portion of their initial capital, but not sure how the IRS would view it.In addition, once the GP refinances the 50% of initial investment of the LPs, I believe the GP would usually charge a refinance fee.

If the seller agreed to do any repairs to the property you will want to view the property prior to closing to make certain the repairs were done (and done properly).Also make certain the current tenant security deposits are transferred to you.
