The people receiving section 8 aren't necessarily 'shady'-- they are poor.You will not be able to run low income properties like you would run properties rented to high income/high credit score tenants.

@Ho Eun Park  not sure why you are focused on state income tax when you live in CA... you pay tax in CA on all your income regardless of where it is.and in states with income tax. you get a credit on your CA tax if you pay state income tax in those states I think or maybe salt changed that.. not sure..
