Agree Sean, I'm in the early stages/data gathering but I do have a business interest in the area now so I'll be there more over the next few months.

During the court case, the judge informed me accepting any money forfeits the eviction.My question is, if the tenant sends money again during the eviction process, and I immediately send it back, is that considered "not accepting"?

Unless you have specific terms beyond the norm, this process should work fine. 

The banks in USVI are VERY risk adverse resulting in major processing costs and restrictions that are costing us money. 

So a 20 day waiting period before the eviction process can start.  

It's obvious that more data is needed to truly compare different cities accross the US.
