He would get pre-approved for another VA mortgage and do it all over again once he found a renter (which isn't hard in the middle of a desert military town).

I am in the middle of doing it for the 1st time (about to start the refinance portion), and have seen it done multiple times here see (@Michael Noto  who documented some his experience in a diary here).

On the surface, this seems like a way for long time residents to control who is living in their neighborhood (University of Pittsburgh is right in the middle of the city and investors are buying up old homes from long time residents and changing the community).

They cut out the middle man, don't pay above market value, get better returns, have hands on local infrastructure and everybody wins.
