I asked him if he meant to send more info as the info he did send came in a spreadsheet with three sheets but two out of the three were blank, he responded back "nope, just sent one sheet" Why would a seller respond that he does indeed want to sell but then be so cagey with giving more information.

I am just guessing what you meant by the hourly rate is that it is a way to reverse-engineer the basis for what it might cost to do something, so a 5-hour vegetation removal job for 2 guys would be 5 x $20 X 2 = $200.

A few weeks ago I tried to refi with a recommended lender but it did not work out since the lender would only lend on 75% LTV and I needed the property to appraise at $210k but it came in at $200 which meant I would have to come out of pocket $7k and a 4.8 interest rate compared to my 3.9 in order to convert to a conventional.

If you do buy a condo, prepare to get yourself elected to the board as soon as possible to protect your investment.In the areas where it is allowed by the municipality, make sure it's allowed by the HOA, and MOST properties in Las Vegas are in an HOA.
