In order for it to be a good buy you want total rent for both to cover the mortgage PLUS vacancy (8%), CapX (10%), repairs (5%), and management fees (10%) (all percentages are just general, you can tweak as needed).

When I was doing rehabs to rent, I'd calculate monthly rent equals 1% of total cost.

I would think you should be paying around $250 to $400 per square for roofing in the Midwest ($3,000 to $5,000 total).So I would ask why is the roofing bid so high?
