In that case, I would apply a 1" layer of the polysio directly to the wall (use an appropriate adhesive that is approved by the manufacturer - like PL300) and foam / tape all the seams.

@Anthony BarbatoI am a contractor and have removed and repaired this type of ceiling before..If one is loose enough you could remove it, there is usually a manufacturer info on back.

Louvers or louvered doors, bought new, will say how many square inches of open area they provide.It is best to get the manual for the exact heater you have from the manufacturer, but if you can't, look at a current similar water heater at the hardware store (size in gallons, fuel, efficiency level) and get the manual for that one.I used to live in a house where the water heater was in a closet behind the laundry room.

@Greg Hall  That may be it....this was actually a property that showed up on my cash buyer report through MLS...I have never really explored cash buyers until recently and found this a bit odd...I have seen this before on manufactured homes due to inability to gain FHA financing, but never a traditional framed property.
