If your rent is way under market for comparables, they might realize the value they're getting.I doubt they would be incredibly surprised at a small rent increase if they knew the building was for sale.How much longer is their current lease?

If not, then Im not surprised that the owner rejected your offer since not only he has no idea about the value of the property , he also has no idea about the repairs.What you need is something to backup your numbers and then let the owner make an informed decision.Good luck!

That is another legal issue in itself but to sum it up it looks like my aunt will receive money that is best meant for other situations and possibly my grandmothers ex husbands family will receive money as a surprise.
