Based on their discussions, the servicer seems to be difficult at best...which isn't uncommon.

It is not uncommon at all to have multiple units on one water heater with a separate submeter for the landlords shared utilities. if you have electric baseboard in your apartment then when it gets colder out you consume more electricity than when its warm out.

I'd go for an older quad in an up and coming area, like Westminster for example where it's not uncommon to see quads listed on the MLS for $600-800k.
