I didn't inquire into the details, but it would be my guess (given that particular state) that the owner was also sued.In my case, one of the reasons I have a property manager is risk mitigation (beyond wanting nothing to do with the day to day hand holding of tenants).

This letter said that they were inquiring about "possible violations of Zoning Section 4.20.020(h), illegal occupancy, at my property.

I called Duke to inquire and they told me that all my other accounts should be Commercial also and they were classified wrong.

When I inquire with lenders I give them the following info:Property: Investment rental (non-owner occupied SFH)Credit Score: >740Loan Amount: $80-$120KRequired LTV: 80%While im on a site like Zillow looking at properties, Ill often try to to look up rates (and APRs) and after entering in the information above  I see numbers in the mid to high 4s.

Thankfully this zoning also allows single family homes so to my knowledge I don't believe I would need to rezone it (in my dream world where everything works out and I can purchase this land)I don't have $600,000 lying around, but I would love to inquire more on the question.
