Does anyone know the best (and most economical) way to mitigate this noise WITHOUT putting in a carpet upstairs? 

I feel he’s full of bs.I explained to him that he signed a one year lease and that we’ve never had noise issues/complaints before but that I will ask the other tenant (who has lived in his unit for years with zero complaints from anyone about noise) to keep his TV lowered after a certain hour.There is a clause in my lease that says he will have to pay 3 months rent if he needs to terminate the lease early.

@Thomas S. banging the same drum louder does nothing to increase the quality of your argument it just makes more noise. 

It attenuates noise with the popcorn ceiling all removed.Gray or black is popular these days in west coast.

Doors will conceal noise much better.

Step 1: Get a job earning X amount of moneyStep 2: Get a second PT job earning Y amount of moneyStep 3: Get a third PT job earning Z amount of moneyStep 4: Wake up earlier daily, grind as many hours as you can, go to bed, repeat...Step 5: Figure out how to live off W (less then you earn)Step 6: Open a savings account and put your savings into it (X+Y+Z)-W= S (Savings)Step 7: Listen to positive people daily who are motivating.

Ladies and gents,I am currently grinding out the required hours of education with the somewhat overly optimistic goal of being at least ready to test by the end of my college semester so I can dedicate all of my time to being an agent.

But I am in Eastern Idaho, away from the noise of Boise, and we don't really have any war zones out here.

For those who aren't familiar it is a toilet with a grinder pump to grind the "goods" and pump the remains upwards to a source of disposal.
