In general you can't double dip and charge the old departing tenant while alos collecting rent for the same unit from a new tenant.

-a reletting charge of 85% of a month’s rent is payable by the departing Tenant-Rent for all the time period till a new resident is found (either by the Landlord or by the Tenant who is approved by the Landlord), is payable by the Tenant without any exception.

If one person has smoke in their unit and causes the alarm to go off, the alarm in all units go off, and the fire department is automatically notified and is required to show up (is what I'm told by the FD and PD).
