Tenant Water Bill Increased

Hello There! Thanks for taking a second! My tenant mentioned that there was a leak coming from the toilet in April. I purchased a new toilet within 48 hours. However, it seems that the contractor missed a step with installation. The toilet continued to leak. My tenants average bill is 130.00. The bill went up to 376.00. This bill was sent out on 6/4 with a due date of 6/28. No call, text or email to let me know. This continued to increase until the water company reached out to the tenant to let them know that they were cutting off based on large difference in bill. Now the bill has increased to 1,000 over time. The tenant would like to know if I would pay or minus from the rent. My first thoughts are to give the difference between the 130 (average) to the 376 (increase) Thoughts?

My answer would be yes for the INITIAL bill; however, after that they are on the hook because they failed to tell you there was a problem and now 3 months later, they are letting you know. I don't think so.  They should have known there was a problem based on the usage AFTER it was repaired.
