Benton Harbor is one that I would be a bit careful of, but they MAY be recovering, have a great location, plus there is a guy out there that make really, really excellent mead (yes, as in Vikings).

Those content makers are great to follow and trustworthy with the advice they give.

I've also started using Homeaway's Market Maker tools for pricing and adjust just nearly every day. 

To have to pay around $300 for the inspection plus the filing fee with the city and to have to go through it all again in 6-7 years seems like a money maker for the city and less like something to "help" renters.
