Thanks @Russell Brazil, yeah I remember you and I chatting a few months ago and you had mentioned there being limited supply for multifamily and rowhouses.

With low supply, low interest rates, people going on shopping spree to move out and buy homes or something.

Good example, I had a slight pricing and supply chain issue on some needed materials, I could have thrown $ at the problem but instead I made some calls and I bought a partial rail car of the material, lined up my own motor carrier, was able to cut 2 middle-men out of logistical chain, 1 1/2hr drive to rail yard to personally supervise and we got out materials, faster than anyone could deliver, for 30% discounting AFTER all associated costs.

The best place to start is with the city planning and zoning to discuss the specific building you are considering and the requirements and zoning regulations you will need to consider for the intended use.

Ask for contractor references at the HW store and building supply (not a big box).  

I paid a local building supply $80 to do the framing material take off. 

As of recent, my market has been fairly pricey because of the high demand and low supply.
