And don't get overexcited by the occupancy rate, I would be willing to bet that occupancy is high because its 100% section 8 tenants.

My guess, some will, some won't at which time you can give the poor payers the 30 days notices (essentially giving them a probationary period with the month to month and new rules to see which tenants can handle the new format and which can't ).

I know a lot of people say that a good PM in a ok market is a lot better than a poor PM in a good market....

The judge may have ruled your tenants have to pay back the court fee but it's a fairly sure bet that they are not likely to do this. 

Off market is the best bet, but of course that takes more work.
