The things I would do is get copies of all existing leases, a list of the damage deposits of each tenant, a copy of all documentation of condition of the property when each moved in ( how can you prove that carpet was not stained with red koolaid when they moved in?).

Their play would be to make an offer, if the owner doesn't sell they will more than likely go back to thee city.There are so many ways to put an owner in a vise and crank it down on them, shut the place down, red tag it, devalue it and you might get another offer, or the city will take it as a public benefit for the tax base and sell it for less than you could buy it for to McDs.

This procedure shouldn't raise any red flags even with the most acute of negotiators because technically there isn't anything illegal about it.The dynamic to be aware of would be if you've never dealt with this investor or buyer before, maybe this type of a transaction wouldn't exactly be the best test drive you need to really establish a business relationship.
