Not all lenders offer HELOCs on investment property but you can find the ones that do by calling around.

Would you make an offer on this property based on these projected returns?

For the purchase of the new property, you can consider a seller carry offer (balance of purchase price minus the down payment) or obtain a new mortgage on the commercial/resort. 

Someone will eventually come along and offer a better product for a better price.

I like that they say they offer “all in one”, skip trace, text blasts and pulling lists

The maintenance company might even work with short-term rentals and offer after hours service that your renters can call directly.
