Working class tenants do not have the financial wherewithal to withstand life's disruptive events to the same degree that middle class folks can.

To a large degree this affected how much they were getting in annual rents.   

Unless the registration fee  Is a factor, I suggest you participate in the auction, even if only to a very small degree.
