I gauged it (mostly) by the vehicles.So I think the criteria at first for some operators is a little looser for high end new construction then it would be for some SFH and smaller apartment operators who are looking for long term residents.

Up here gutters get torn out with ice, down spouts freeze, swell & split, then every fall they fill with leaves so that's another JOB & yes your basements will suffer from hydrostatic pressure & leak if the water pools next to it.

Another thing is a water pressure regulator valve right after the water main, some houses have way too much pressure which can cause toilets to run and hot water tanks to drip $$
