For mine, I have to have an initial appraisal done, then the bank will lend up to 80% of the equity I have in the property.

If I am correct, I am not sure, today (November 9, 2021) should be the last day for disbursements which began October 29, 2021, and I have not yet received mine.

However, some states (like mine) this information is private so we cannot do this at all. 

If I bid and win this foreclosure auction, pay off the taxes, would it be safe to say the property is now mine to sell to another, or would a quiet title action make it more sure?

My wife just got licensed as a agent and is hanging her hat at a brokerage that is offering 50/50 on her first deals (which she is getting from me because I have hot leads from my side of the biz)This brokerage owner is a prospect referral partner of mine, but have not received any deals.
