I am debating installing security cameras on my triplex, but am concerned about legal issues.

You can debate if this number is high or low, but it should at least warn people that this does take time and energy.  

Firstly, I believe that many people get caught up in the face value of the "appreciation vs cash flow" debate.

I have no substantive advice on the matter, but I do love reading these respectful debates from both sides of the argument - for the sake of mental aerobics - where the objective is to find the most cost-effective solution to increase efficiency in an increasingly efficient "inefficient market" Here's another idea to the OP - get a more fuel efficient car to go see property, so it costs you $13, not $15!

I am actually in the process of debating whether to build a 4plex (4 townhouses) or buy one fairly new in Wisconsin.
