Easy money for a motivated tow company, especially if there is a consistent time that the scofflaws park in the spaces (ie they can drive the truck by everyday at 8am and make a few hundred $).Another idea if the coming-and-going of cars is frequent enough could be a tow company planting someone on-site with a boot.
