Finally brought in a property manager, who immediately placed a tenant, one of his workers, who for some time has wanted to move out of the efficiency he occupied with wife and child. 

You can also always charge a non refundable move-in fee / move out fee upfront for all of your tenants and if a dog / child / drunk uncle tears up the apartment use that to brace against the cost.

I will add that the tenant has a new born baby and is usually home along during the day, so she wants to be able to let her dogs out without having to leave the house.

A true Lender is going to want your next born child for goodness sake, but a Fraud will actually keep his questions to an absolute bare minimum!

How well would your conscience deal with knowing you could have prevented a death, especially of a child?

I want to point out that zoning mentioned in the listing:"Commercial Neighborhood which permits; adult day care, bakery, business services, child care center, coffee shop/cafe,community center, crafts or artisan’s studio, emergency medical treatment center, fitness center, grocery store, library, medical or dental office, museum, offices, personal services, place of worship and much more."

Exceptions being repairs, deployment if previously lived there, spouse or child living in it instead. 

It sounds like they are letting a child flush things down the toilet and not caring because you are paying the repair bill.
