9/10 times that only means the water is off in which case you buy it cash, get the plumbing functional, put a conventional mortgage on it with 20% of the purchase price and cash out the other 80%.

I don't believe, a hunch, that in Texas a non-attorney may conduct a foreclosure, (a RE Broker/Auctioneer may be able to, not sure there) and the Trustee under the Deed of Trust performs the functions required in the process, (or a licensed servicer) so as an individual note holder, you're spinning your wheels attempting to get payoffs.
