AS for Portland all I can say is i dumped the projects I had there to get away from the mess that is the DBS and land use etc. incredibly poor at their jobs .. dont care  not helpful at all .. just not worth it and now they have a nationwide rep as being terrible to work with when 2 to 3 years ago they had one of the best reps.. 

We feel terrible about putting him out and offered just what you suggested - refund the rest of the month, gave him back his deposit plus a little extra.I don't know if COVID relief or eviction moratorium apply here.

It's baffling to me why the fees are so high or maybe I just picked a terrible QI. 

I'll give you my personal experience - water leaks can be terribly hard to determine where they're coming from.

I'm definitely going to work more on ensuring I don't cause somebody to be left with a terrible situation before I pursue a deal, though.

Not sure if I have any other options other than going to L&I to ask them what I can do about it.I have a clause in the agreement of sale stating that the property must be suitable for residential use, so I should be able to get out of the agreement if this goes terribly wrong.

I think it is a terrible idea and the worst part is you can't stop her from doing that as long as it is licensed and insured, and she keeps it small-6 or 7 kids.
