(I plan to do some remodel work in February, so would be looking for new leases to begin in March).2) The current owners are collecting September rent, which will be credited back to me at escrow, along the the 5 security deposits.  

You could find a private lender or hard money lender that will lender based on the appraised value.

I have to use the entire security deposit to cover lost rent.  

As a private lender, I have worked with several investors where they have purchased the property at low enough values that they had little to no money in the deal.
