It certainly would be worth spending yur money if you could not agree to have him pay for the cleaning.Once the apartment is cleaned and repaired I would tell him that he must have a cleaning service in on a regular basis with you or your PM inspecting it on a regular basis.This tenant does not know how to clean and will never learn without the help of a cleaning service.

More paperwork but as I mentioned, as long as the purchase price + renovation funds are lower than the ARV they will give you the money to fix just about anything.To your point about inspections, as you long as you put the repair cost for the freeze damage in your scope of work the bank will sign off.Andre
