I can't really answer your question directly, but hopefully my post will be of value and help you find your market.I would google and see what the current BAH (basic allowance for housing) rate is in your targeted area. 

(In searching here for info, I seem to find many posts associating the word 'modular' with mobil / trailer type structures).

I'd suggest Googling the Top 10 Real Estate Agents in your area and find out which Attorney or TC they use.
