There is no law compelling an American to have social security number and/or credit history, so go ahead and decline someone a rental and see what happens.

One was Foremost and one was American Modern, and they give USAA members decent discounts and it actually shows up (although not billed) on our USAA main account page, even though it's through Foremost, so while we pay a different company, it still is there for us to see and a covered property under our USAA umbrella.

My comment is intended to deflate the concept that a National Average NEVER apply to specific cases - - eg: American's have 2.5 kids - - quite impossible isn't it.Numbers I cite are operation in my market, my region, true and reliable enough to get a full price offer in ten days.
