Although you live miles away, plan a business trip to the area and maybe hire a local attorney to help you track down the owner or owner's relatives and make an offer.  

However, I am not a veteran, nor do I plan to occupy the property.

You get paid right after they do which doesn’t give them much time to spend it.

You can spend as little as $100 to form an LLC, or you could use an attorney and spend $1,000 or more.

I plan on using them still once I aquire another small Multifamily.

If you don't plan on occupying the property you will likely have to put down 25%.

I would spend a bit more for a better location.

If spending $100k will only increase the value of the property from its current state by $100k, there is nothing but risk to proceed.
